The Assessor's Office has an open door policy and welcomes all taxpayers with questions or concerns about their assessments to call the office.
The Assessor's Office is responsible for the valuation of all real and personal property in Richmond. Other duties of the office include the maintenance of all property ownership records (deeds, addresses, etc.), property record cards, updating and maintaining tax maps, administering exemptions, answering inquiries by property owners, appraisers, real estate agents and others from the public.
Richmond's current tax rate is $ 11.2 per thousand dollars of valuation. Annually, the Assessor's Office reviews valuations and makes adjustments to the valuations to include any additions and deletions. Part of the assessment process includes conducting an annual "sales ratio study," which compares the actual selling prices of properties to assessments.
HOMESTEAD EXEMPTION: The Homestead exemption reduces the property tax bill of Richmond resident homeowners who apply for the exemption by April 1st and who have owned and lived in their house for the prior 12 months. The exempt amount of $ 25,000 is deducted from the property's total taxable value. Applications can be obtained in the Assessor's Office or downloaded from this page and must be filed on or before April 1st of the year it will go into effect.
VETERAN'S EXEMPTION: Any Richmond resident who was in active service in the armed forces of the US during a federally recognized war campaign period and, if discharged or retired under honorable conditions, may be eligible for a $ 6,000 reduction in valuation. The veteran must have reached age 62 or be receiving a pension or compensation from the US Military for total disability. Applications can be picked up in the Assessor's Office or downloaded from this page and must be filed with discharge documents on or before April 1st of the year it will go into effect.
BLIND EXEMPTION: Any Richmond resident who is certified to be legally blind by their eye care professional is eligible for a $ 4,000 reduction in valuation. A letter from your eye care professional must be filed by April 1st of the year it will go in effect.

The services performed in the Town Clerk's office include the issuing of hunting and fishing licenses, the issuing of dog licenses; maintenance of all vital records of the town by registering, filing and providing copies; the administration of elections; voter registration and maintenance of voting list; custodian for all official town records; issuance of most licenses issued by the Town as well as the maintenance of a file of burials for the Town.

Current rabies certificate and neutering certificates are required. Licensing is due January 31st of each year. Fees are $11.00 for non-neutered and $6.00 for neutered. The penalty fee after January 31st is $25.00 for a late renewal license.

Please bring your previous years license. Those over 16 purchasing their first adult license must show proof of a hunter safety course.

You must file marriage intentions w/Town Clerk. If you are divorced you must show a certified copy of the current divorce papers or if widow/widowed, a certified death certificate(with raised seal) and you must bring a photo ID with you. The fee for a marriage license is $40.00.

Certified copies of the license are available at the municipal office where the intentions were filed. A fee of $15.00 for the first copy, plus $6.00 for each additional copy is required.

The Richmond Fire Department is made up of 25 call firefighters. We provide 24-hour protection every day. Since no two emergency calls are the same, we are prepared to handle a variety of emergency response situations. The department places a priority on firefighter training, planning, fire prevention and public fire safety education. A number of firefighters within the department have been crossed-trained in specialized emergency response fields. Examples of this training include:

General Assistance (GA) is a “service administered by a municipality for the immediate aid of persons who are unable to provide the basic necessities essential to maintain themselves or their families.” 22 M.R.S.A. 4301 (5). The key terms in this definition are immediate, unable and basic necessities.
GA is intended to provide immediate aid, thus assistance must be granted or denied within 24 hours of an application. It is for people who are unable -not- unwilling to maintain themselves or their families. Finally, GA is intended to help people with necessities: food, shelter, utilities, fuel, clothing, and certain other items, when they are essential.

Richmond Emergency Assistance Program (REAP)
This program is being established to grant assistance to citizens in need and the requested assistance cannot be provided by GA. Richmond Trust Funds, Salvation Army, Food Bank, or any other assistance program available. Often these households are just over the income levels established for the GA program. REAP will focus on meeting the needs of households not eligible for federal or state funding programs currently in place.

The Library makes books, eBooks, audiobooks on CD, eAudiobooks, and video DVDs available to Richmond residents. Library staff organize both children’s and adult’s programs throughout the year. The current library offers comfortable chairs and oversized bean bags to curl up in and enjoy a good book, and there are three public computers for your use. We have stories, crafts, and sometimes games and a small snack.

This four-man crew is responsible for making sure the roads are safe & well maintained throughout all seasons. There are approximately 36 miles of road in the summer & approximately 48 miles of road which needs to be plowed and sanded in the winter. There is still approximately 8 miles of gravel road in Richmond. Please reach out with any concerns or questions.

Posted Roads: they are normally posted for heavy traffic from the end of February until the beginning of May.
Parking Ban: here is a parking ban in effect from November 15th thru April 15th from 11:00 p.m. until 7:00 a.m. every year. Your cooperation in observing this is greatly appreciated.
Driveway Entrance Permits: New driveway entrance permits may be obtained from the CEO at the Town Office or on the Code Enforcement page of this web site. The property owner is responsible for purchasing the first culvert and Public Works will install and maintain culverts after that.

The tax collector works alongside the Town Clerk here in the Town Office in order to help facilitate your property taxes, amongst other duties. We work our best to get the information everywhere it belongs in a timely manor.
Checks payable to: "Town of Richmond, or pay by credit card or by cash
Assessment Date: Taxes are based on the assessed value of land and buildings as of April 1st of that year.
Tax Bills: Are mailed out at the end of September annually.
Tax Year: July 1st to June 30th
Due Dates: November 10th (1st half) & May 10th (2nd half)
Liens: Tax liens for non-payment are placed in mid-July following the prior September commitment date.
Foreclosures: Tax liens mature 18 months later resulting in automatic foreclosure by State law. Tax liens may affect your credit rating.
Partial Payments: The Town accepts partial payments on taxes at any time with one exception, that exception is foreclosures. (December - February) At that time, payments on current taxes must be made in full. In addition, payments during that time must be cash, money orders or bank checks only on foreclosures.
Tax Club: Allows you to make 11 monthly payments without interest.
Interest: Accrues on a daily basis on past due taxes. When payments are made, they are applied to lien charges (if any) first, then to interest due, and then to taxes (oldest outstanding taxes first).
Mobile Homes: Taxes on mobile homes are treated the same as real estate. The only exception is when a mobile home is being moved out of town the State Law requires that ALL taxes must be paid in full, including the current year even if they have not been committed or billed. In order for the home to be moved, the owner must get a signed release form from the tax collector stating that all taxes are paid.
Jim Chandler brings to Richmond decades of experience in public service, with a career spanning local government, education, and community development across Virginia, Maryland, Wyoming, and Maine. His leadership roles have included positions in Amherst and Fairfax County, Virginia, as well as Dexter, Hampden, and Caribou, Maine.
Jim began his career in public safety as a communications and police officer in Falls Church, Virginia, and while the student resource officer also coached high school baseball, basketball, and soccer. His background includes fire/EMS, law enforcement, transportation infrastructure planning, design, construction project management, and municipal administration/operations. As Continuity of Operations Program Manager in Fairfax County, he collaborated with local, state, and federal agencies to strengthen emergency preparedness and community resilience across the National Capital Region.
In Jackson Hole, Wyoming, Jim served as Pathways and Trails Coordinator, where he championed pedestrian safety and constructed multi-use trails through initiatives like “complete streets” and “Safe Routes to School.” He is committed to regional collaboration, and to partnering with the Richmond School Department Superintendent Chad Kempton, to enhance service coordination as the Town and Schools strive for excellence in the responsible stewardship of community resources, and the advancement of both organizations as innovative leaders in Maine.
Jim holds an Associate of Arts in Philosophy from Northern Virginia Community College, a Bachelor of Arts in Government with a minor in Environmental Geology from The College of William and Mary, and a Master of Public Administration and a Graduate Certificate in Emergency Management/Homeland Security from George Mason University
An avid outdoorsman and lifelong coach, Jim enjoys hiking, mountain biking, hunting, fishing, kayaking, skiing, soccer, and baseball. Jim is a servant-leader, committed to organizational excellence and leadership that instills respect, transparency, kindness, gratitude, and wonder.
